As part of this commitment, we are strengthening our approach to mobile phone use during the school day.
Why a Phone-Free Approach?
Mobile phones can be a significant distraction to learning, wellbeing and social interaction. While phones are already not permitted during the school day, enforcing this consistently can be challenging and often takes valuable time away from teaching and supporting students.
Our aim is simple:
Improve focus in lessons
Support positive wellbeing and relationships
Reduce distractions across the school day
How It Works
We are introducing secure mobile phone pouches for students.
- Students keep their phone with them throughout the day
- Phones are locked in a pouch at the start of the day
- Pouches are unlocked at the end of the school day
- Phones cannot be accessed during lessons, break or lunchtime
This approach ensures phones are safely stored while allowing students to have them before and after school.
Purchasing a Pouch
Phone pouches are available via the Arbor shop:
- £8 for the first child
- £5 for additional siblings
- Free for students eligible for Pupil Premium
If a pouch is lost or damaged, replacements cost £15.
Alternative Option
If you prefer not to use a phone pouch, your child will need to leave their phone at home.
In this case, please complete this form to confirm your choice.
When Will This Start?
- Years 7, 8 and 9: From Monday 6th July
- Year 10: From September (pouches can be purchased now)
Please ensure pouches are purchased in advance where required.
From September 2026 all students will be expected to be using a phone pouch or leaving their phones at home. New year 7 students and new year 11 students will be issued with their pouches in September.

1. Purpose and Rationale
Why is the school introducing mobile phone pouches?
Our aim is to create a calm, focused and purposeful learning environment where every student can thrive academically, socially and emotionally.
Mobile phones are an important part of modern life, and we recognise that many families value the reassurance that comes from their child having a phone when travelling to and from school. However, during the school day, phones can also be a significant distraction. They can affect concentration, interrupt learning and sometimes contribute to friendship issues or social media related concerns.
By introducing phone pouches, we are aiming to remove these distractions during the school day, while still allowing students to keep their phone with them.
We are introducing this in the last two weeks of term to ensure a smooth start into the new academic year in September.
Why are we introducing this now?
Over recent years, schools across the country have seen an increase in the impact that mobile phones and social media can have on students’ learning, wellbeing and relationships.
We have listened carefully to feedback from staff, students, parents and carers, and have considered approaches used successfully in other schools.
Reducing access to mobile phones during the school day can support:
- Improved concentration
- Better engagement in lessons
- More positive social interaction
- Fewer distractions
- Reduced social media related issues during the school day
- A calmer school environment
This change is part of our wider commitment to ensuring students are able to learn, build friendships and enjoy school without unnecessary distractions.
Is this a punishment?
No.
The phone pouch programme is not a punishment.
It is a whole school initiative designed to improve learning, wellbeing and social interaction for all students.
The aim is to create the best possible environment for young people to learn, develop and succeed.
Why not simply ban phones completely?
Our current policy already prohibits the use of mobile phones during the school day. However, like many schools nationally, we have found that simply banning phones does not always fully remove the challenges they can create.
The vast majority of students follow expectations well. However, school experience suggests that some students can still be tempted to access their phones during the day, particularly in less supervised areas such as toilets. This can lead to time away from learning, social media related concerns and staff time being diverted away from teaching and pastoral support.
The phone pouch system removes the temptation and opportunity to access phones during the school day, while still allowing students to keep possession of their device.
We also recognise that many families wish their child to have a phone when travelling to and from school for reassurance and safety. The pouch system provides a balanced approach. Students keep their phone with them, but it cannot be used during lessons, break, lunch or elsewhere on the school site.
Our aim is not simply to ban phones. Our aim is to create a genuinely phone free school day where students can focus on learning, relationships and wellbeing.
2. How the Pouch System Works
Will students still bring phones to school?
Yes.
Students will still be allowed to bring their phones to school.
The difference is that phones will be secured inside a locked pouch during the school day and will not be accessible until the end of the day.
Who keeps possession of the phone?
The student keeps possession of the phone.
The phone is placed inside the pouch, and the pouch remains with the student throughout the day.
School staff do not routinely collect phones, unless a student has forgotten their pouch or there is a specific concern that needs to be addressed.
How do the pouches work?
Students place their phone inside the pouch when they arrive at school.
The pouch is then locked using a secure locking device.
The pouch remains locked throughout the school day.
At the end of the day, students unlock the pouch using designated unlocking stations before leaving school.
Does the pouch affect the phone in any way?
No.
The pouch does not interfere with the phone or damage it. Students should ensure their phone is switched off or placed on silent before it is secured in the pouch.
The pouch simply prevents the phone from being accessed during the school day.
Where should my child keep the pouch during the day?
Students should keep the pouch with them throughout the school day.
The pouch should be treated in the same way as other important school equipment. It should not be left unattended, swapped with another student or deliberately damaged.
Does the pouch belong to the student or the school?
The pouch is issued to the student for their use as part of the school’s mobile phone procedures.
Students are responsible for looking after it and bringing it to school each day.
If a pouch is lost or deliberately damaged, parents or carers will be asked to contribute towards the cost of a replacement.
What happens if the pouch will not unlock at the end of the day?
If a student has difficulty unlocking their pouch at the end of the day, staff will be available to support them.
Students should not attempt to force the pouch open or damage it.
Any issues with the pouch should be reported to staff so they can be resolved safely.
3. During the School Day
Can students use their phone at break or lunchtime?
No.
Phones will remain secured throughout the school day, including:
- Before school once on site
- Breaktime
- Lunchtime
- Lesson changeovers
- Internal exclusions
- Detentions
Students will be able to access their phone again at the end of the school day.
Can my child use their phone to check their timetable?
Students should not rely on their phone for their school timetable during the school day.
Students should use their, printed timetable and standards card to check their timetable.
The school will support students in knowing where they need to be throughout the day.
Can my child use their phone for homework, revision or learning apps during the school day?
No.
During the school day, students should use the learning resources provided by school staff.
Phones should remain secured in the pouch until the end of the school day.
Students can continue to use phones appropriately for homework, revision and learning outside of school.
Can my child use their phone to pay for food or travel?
Students will not be able to use their phone during the school day to make payments.
Students should use the school’s normal payment systems for food and should ensure any travel arrangements are organised before arriving at school.
Students will be able to access their phone again when they leave school.
What about AirPods, headphones or earbuds?
AirPods, headphones and earbuds should not be used during the school day unless they are required as part of a specific learning activity directed by a member of staff.
If students are using them to connect to a phone or another personal device during the school day, this will be followed up in line with school expectations.
4. Contacting Home and Emergencies
What if my child needs to contact me during the day?
If a student needs to contact home for a genuine reason, they can do so through the normal school systems.
Students can speak with:
- Their Head of Year
- A member of the Pastoral Team
- Reception
- A member of Senior Staff
If contact home is needed, staff will support this.
What if I need to contact my child urgently?
Parents and carers should continue to contact school reception in the usual way.
If a message is urgent, we will ensure it is passed on to your child promptly.
This allows communication to be managed safely and appropriately through school staff.
What about emergencies?
The school has clear procedures in place for emergency situations and for contacting families when needed.
If there is an emergency, students will be supported by staff, and parents and carers will be contacted through the appropriate school systems.
Students will still be able to access their phone at the end of the school day.
What if my child travels independently?
Students will continue to have access to their phone before arriving at school and after leaving school.
The pouch system only applies during the school day.
This means students can still use their phone for travel arrangements before and after school.
Can my child unlock their pouch if they leave school early for an appointment?
Yes.
If a student has permission to leave school early for an appointment, arrangements will be made for their pouch to be unlocked before they leave the site.
Students should follow the normal signing out procedures through reception.
What happens if my child forgets to unlock their pouch at the end of the day or locks it at the weekend?
Magnets to unlock the pouches are located at the front of school. The school site is often open into the evenings and weekends for community bookings.
5. Pouch Expectations
What if my child forgets their pouch?
Students will be expected to bring their pouch to school each day, just as they are expected to bring their equipment and wear the correct uniform.
If a student forgets their pouch, they will be required to hand their mobile phone in at the start of the school day. The phone will be securely stored by the school and returned to the student at the end of the day.
This ensures that all students continue to follow the same expectations regarding mobile phone use during the school day.
Repeated failure to bring a pouch may result in further follow up, as students are expected to take responsibility for bringing the equipment required for school each day.
What if my child repeatedly forgets their pouch?
Students are expected to bring their pouch to school every day.
If a student repeatedly forgets their pouch, this will be treated in the same way as repeatedly failing to bring other essential school equipment. We recognise that mistakes can happen, and staff will work with students to help them develop good routines.
Where a pattern develops, parents or carers may be contacted so that we can work together to support the student.
If repeated issues continue, the school may use sanctions in line with the behaviour policy. Our aim is always to help students meet expectations successfully.
What happens if my child arrives at school with a phone but does not hand it in after forgetting their pouch?
If a student arrives without their pouch, they will be asked to hand their phone in so it can be securely stored for the day.
Staff will always aim to resolve this calmly and supportively.
If a student does not follow this procedure, parents or carers may be contacted, and the matter may be followed up through the school’s behaviour policy.
As with all behaviour matters, our priority will be to work with the student to achieve a positive outcome and avoid escalation wherever possible.
What if my child loses their pouch?
If a student loses their pouch, they should report this to school as soon as possible.
A replacement pouch will be issued where needed at cost of £15. Until a replacement pouch is issued, the student will be required to hand their phone in at the start of the school day so it can be securely stored.
Can students damage or force open the pouch?
The pouches are designed to be strong and secure.
Students are expected to look after their pouch in the same way they would look after other school equipment.
If a pouch is deliberately damaged or tampered with, this will be followed up by school staff. Parents and carers may be contacted, and the school may ask for support with the cost of a replacement pouch where damage has been caused deliberately.
6. Students Without Phones or With Additional Devices
What if my child does not own a mobile phone?
Students who do not bring a mobile phone to school will not require a pouch and will continue to follow normal school routines.
What if my child is not bringing their phone to school for a short period of time?
If your child is not bringing a phone to school, they will not need to use their pouch that day.
Students who do not have a phone with them will continue with the school day as normal.
If this becomes a longer term arrangement, parents and carers may wish to let the school know so that staff are aware.
What if my child brings more than one device?
All mobile phones brought onto the school site must be secured.
Students should not carry additional phones or devices outside of the pouch system.
If this happens, school staff will follow this up with the student and may contact parents or carers.
What happens if my child says they do not have a phone but is later found with one?
Any phone brought onto the school site must be secured in a pouch at the start of the school day.
If a student says they do not have a phone but is later found to have one, staff will speak with the student and follow this up appropriately.
Parents or carers may be contacted, and the matter may be addressed through the school’s behaviour policy.
Our aim is to ensure the system is fair, consistent and understood by all students.
What happens if a student brings a spare or old phone to place in the pouch?
Students are expected to secure the phone they have brought to school and would otherwise be able to access during the day.
If a student brings a spare, old or inactive phone to place in the pouch while keeping another phone accessible, staff will follow this up with the student.
Parents or carers may be contacted, and the matter may be addressed through the school’s behaviour policy.
Our priority is to ensure that the system is fair and consistent for all students.
What happens if a student uses another student’s phone?
Students should not use another student’s phone during the school day.
Any phone brought onto school site must be secured in a pouch. If a student uses another student’s phone to avoid the school procedures, this will be followed up by staff.
Parents or carers may also be contacted where appropriate.
7. Responsibility and Safeguarding
Will the school be responsible if a phone is damaged?
Students retain possession of their phones throughout the day, inside their locked pouch.
As with other personal belongings brought onto the school site, responsibility for the device remains with the student and family.
The school cannot accept liability for loss or damage to personal mobile phones. This is consistent with our existing school policy.
What if my child has a medical condition that requires access to a device?
We recognise that some students may require individual arrangements.
If a student has a medical condition that means they may need access to a device during the school day, parents or carers will be contacted by the team here at South Wirral.
What about students with SEND?
We understand that some students with SEND may require individual consideration or additional support to adjust to the new routine.
Where appropriate, adjustments will be discussed with families and relevant staff.
The needs of the individual student will always be considered carefully.
What if my child feels anxious without access to their phone?
We recognise that some students may initially feel anxious about not being able to access their phone during the school day.
Staff will support students through the transition and help them develop confidence with the new routine.
If a parent or carer has a specific concern about their child’s anxiety, they should contact the school so that appropriate support can be discussed.
The aim is to help students feel safe, settled and focused in school without relying on their phone during the day.
8. Behaviour and Compliance
What happens if a student opens the pouch during the school day?
Students are expected to keep the pouch secured throughout the day.
If a student accesses their phone or opens the pouch without permission, staff will follow this up with the student.
Parents or carers may be contacted, and sanctions may be used in line with the school’s behaviour policy.
What happens if a student does not follow the pouch procedures?
As with any school expectation, students will be expected to follow staff instructions.
If a student does not follow the pouch procedures, staff will first seek to resolve the situation calmly and supportively.
Where needed, the matter will be managed through the school’s behaviour procedures. Parents or carers may also be contacted.
The focus will always be on helping students meet expectations successfully.
9. Learning, Wellbeing and Social Interaction
Will this affect learning?
We believe it will have a positive impact on learning.
Removing access to mobile phones during the school day should help students to:
- Focus more fully in lessons
- Engage more positively with learning
- Avoid distractions
- Spend more time in meaningful conversation with others
- Build stronger relationships with staff and peers
Our intention is to maximise learning time and allow students to focus fully on their lessons.
Will this affect friendships and social interaction?
We hope it will have a positive impact.
Without access to phones during social times, students are more likely to talk to one another, take part in activities and develop positive face to face relationships.
We want break and lunchtime to be calm, sociable and enjoyable parts of the school day.
Will students still learn about safe and responsible phone use?
Yes.
The introduction of phone pouches does not remove the need for education around safe, respectful and responsible use of technology.
Students will continue to learn about online safety, social media, digital wellbeing and respectful communication through the curriculum, assemblies and pastoral work.
10. Clubs, Trips and Wider School Life
What happens if my child attends an after school club, detention or fixture?
The phone pouch procedures continue to apply until the end of the school day or until students are formally dismissed from their supervised activity.
The school will confirm the arrangements for after school activities, detentions and fixtures so that students know when and where they can unlock their pouch.
Will the pouches be used on school trips?
The school will confirm expectations for individual trips and visits.
In some circumstances, students may be required to keep their phone secured during the trip. In other cases, staff may allow phones to be used at specific times for safety, communication or travel arrangements.
Trip leaders will communicate expectations clearly before each visit.
Will staff also use phone pouches?
Staff are expected to model professional and appropriate use of mobile technology.
Staff may need access to school devices or phones during the day for safeguarding, communication, emergency procedures or operational reasons.
The phone pouch system is being introduced for students to support learning, wellbeing and social interaction during the school day.
